How Property Tax Works in Deuel County

Property tax in Deuel County is determined by two primary factors: the assessed value of your property and the local mill levy. Each year, the Deuel County Director of Equalization assesses the market value of all taxable real property to ensure fair distribution of the tax burden. This assessment reflects the estimated market value as of November 1st of the preceding year.

Once the total assessed value of all property in a jurisdiction is determined, local taxing districts—including the county, municipalities, and school districts—establish their budgets. The mill levy is then calculated by dividing the total tax revenue needed by the total assessed value of the district. One "mill" represents $1 of tax for every $1,000 of assessed property value. Your final tax bill is calculated by multiplying your property’s assessed value by the combined mill rate of your specific taxing district.

Available Exemptions

South Dakota offers several property tax relief programs designed to assist eligible residents in reducing their tax liability. These programs are administered at the state and local levels:

  • Owner-Occupied Status: Properties designated as owner-occupied receive a lower school district tax rate compared to non-owner-occupied or commercial properties.
  • Assessment Freeze for the Elderly and Disabled: This program freezes the taxable value of a home for qualifying low-income senior citizens (aged 65+) or individuals with a permanent disability, preventing tax increases due to rising valuations.
  • Disabled Veterans Exemption: Veterans who have a permanent total service-connected disability may be eligible for a partial or full exemption on the value of their primary residence.
  • Property Tax Reduction for Paraplegics: Specific exemptions are available for individuals who have lost the use of both legs, subject to income and ownership requirements.

Payment Schedule & Deadlines

Deuel County property taxes are billed annually. To facilitate easier budgeting, South Dakota law allows for taxes to be paid in two equal installments:

  • First Half: Due by April 30th.
  • Second Half: Due by October 31st.

If the first half is not paid by April 30th, the entire amount of the annual tax becomes delinquent. Payments submitted after these deadlines are subject to interest penalties as prescribed by state law. Continued delinquency may result in the issuance of a tax certificate, which could eventually lead to the loss of the property through a tax deed process.

Appealing Your Assessment

If you believe your property’s assessed value is inaccurate or exceeds its true market value, you have the right to appeal. The process begins with an informal review with the Deuel County Director of Equalization. If the issue remains unresolved, you may formally appeal to the Local Board of Equalization, followed by the County Board of Equalization. All appeals must be filed within the statutory timelines provided in your annual Notice of Assessment. It is recommended to gather supporting evidence, such as recent appraisals or comparable sales data, to substantiate your claim.
